Atlantic Canada faces major obstacles in the search for entrepreneurs and skilled labour.  Immigration rates to the region have consistently lagged other provinces.  Though the region accounts for about 8% of the total Canadian population, in 1998 it was the intended destination for less that 2% of immigrants. This is prompting a drive by provincial governments to increase their role in seeking economic immigrants.  This Report Card examines the current immigration situation in Atlantic Canada and looks at provincial nominee programs and their importance in attracting new immigrant entrepreneurs to the region.
